What is a Provisional or Walk-in Voter?
Answer: A provisional voter is a voter who is registered somewhere else in Ohio than their current address. (The exception is if they have moved within their precinct and then they are not considered a provisional voter.)  If someone is a provisional voter,  they are entitled to vote either on election day or 30 days before.  

Get the Word Out
Put summation of rules in Mailings and in all your Newsletters, Public Service Announcements, Email messages and paid Radio and T.V.  commercials.
Be sure Board of Elections Ads  are accurate with the information.
Send out Letters to the Editor about the fact that people  can vote even if they have moved.

The Results of a Good Provisional Voter Effort
In Athens County in 1996, 6.35% of the vote was provisional.  
In 1998, 5.87% was provisional.  
Most other counties ere between 1.23% to 2.41%.   
In May of 1999, 9.5% of the vote was provisional.

Provisional Voters Are Our Voters
In our transient society, Democrats and particularly young Democrat students are likely to not be registered at the correct address. These votes are lost if we do not get the message out that you can vote on election day if you are registered anywhere in Ohio. It is important to make this known. Our U.S. Representative, Ted Strickland received 78% of the provisional votes in Athens County in 1996.   
 
 
Rules for Provisional Voting
We must all know the rules on what makes one eligible to vote.   
Please read the following rules on voting if you have moved.

If you are registered anywhere in Ohio you can vote on election day in the precinct where you currently reside, even if you didn’t officially change your address.
 
If a registered voter has moved from another county with in Ohio, they must go to the Board of Elections to vote. They will be given an Athens County ballot to vote. A provisional voter can vote early. Encourage people to beat the rush and caution them that they need to be sure to fill out the envelope correctly. The voter will be a provisional voter and their vote will be counted 14 days later.  
 
If they have moved from one precinct to another within the county, they can go to their new precinct (if they can identify it) or to the Board of Elections. At the new precinct on Election Day, they will be permitted to change their address and vote. Call the Athens County Board of Elections at 592-3201 to find out their new precinct and where to vote. They will be a provisional voter and it will be counted 14 days later.
 
If they have moved within their precinct, they can go to their precinct on Election Day and change their address. The voter will not technically be a provisional voter and their vote will be counted that night. Some people will want to know if they are still registered, please call the Athens County Board of Elections at 592-3201 for that information.
