Ric Abel  Archie Stanley, County Engineer

Archie Stanley has made tremendous progress for Athens County since he assumed the office of County Engineer over two decades ago. In fact he has done such a great job that in 1995 he was named Ohio County Engineer of the Year by his colleagues in Ohio's other 87 counties. This is a well-deserved honor and one that Athens County should be proud of.

Since becoming engineer Archie has acquired over $16 million in grants for Athens County. His superior bridge building program has included replacing or rehabilitating 200 bridges (well over half of the bridges in the County). Archie has also instituted a resurfacing program, a guardrail replacement program, and a house numbering system. He has upgraded the county's equipment, vehicle fleet, buildings, and facilities. Additionally, he has instituted annual brush cutting, ditching, guardrail replacement, and stream erosion control programs, as well as completed an annual report documenting the progress of his office over each of his 25 years as County Engineer.

Archie is an advocate for additional funding for his department and has been instrumental in obtaining several new road and bridge funding sources. His efforts combined with others over several years saw the second and third Permissive License Plate fees enacted by the County Commissioners in 1987. Also that same year, a strong lobbying effort helped to gain a 2.7 cents per gallon gasoline tax increase and the legislated Issue II Infrastructure Replacement Program. Again,constant effort over several years culminating
in 2003 when Archie testified before the Ohio Legislature along with fellow county engineers and the Ohio County Engineer’s Association and lobbied intensely to finally win legislative approval of a 6 cents per gallon gasoline tax phasing-in over three years and phasing-out of the Ohio State Highway Patrol funding from the State gasoline tax fund over 5 years. The new funding sources enacted in 1987 enabled a strong program of bridge re-building, and the new sources enacted in 2003 will enable a strong program of paving the entire Athens County road system and a continuing the strong program of rebuilding all of the County bridges. Mr. Stanley has set the goal of an all paved County highway system and completely re-built bridge system by 2015 if all current funding sources are maintained.

Archie was elected in 2004 to another 4-year term (his seventh). The job of the Athens County Engineer involves planning, programming, designing, building, maintaining, and improving the roads and bridges under the jurisdiction of the Athens County Highway Department, performing the function of engineer and surveying for Athens County and advising the township trustees and other County offices on engineering and surveying matters, and cooperating with all units of local government to jointly improve the lives of our Athens County citizens.

Most recently Archie has instituted two new programs for Athens County. He is coordinating the development of a Countywide Geographic Information System (G.I.S.) combining the capabilities of analyzing vast amounts of data stored in modern relational databases, with the ability to map the data according to geographic location. Layers of the mapped data may be combined to form new layers and relationships among the data, and the results printed as a new map. Data may be quickly sorted or queried according to selected criteria and the resulting analysis shown in tables, plotted as a map, or printed as a report. Also, Archie has implemented Global Positioning System (G.P.S.) technology for Athens County. In cooperation with Ohio University Aviation, he has acquired and installed two GPS base stations and a third mobile GPS receiver. These improvements along with 31 new First Order National Geodetic Survey (NGS) monuments installed throughout the County, enable sub-centimeter location of any point in Athens County. This technology is being used to systematically locate and document the recoverable Original Land Subdivision corners of the Ohio Company's Purchase. About Archie Stanley

Archie is 57 years old and is married to Judy Stanley. Their daughter Dannielle has served in the past and will serve again in this election as her father's re-election campaign manager. She and her husband Jon Reed helped guide Archie through his first contested race with a stunning victory by capturing 61% of the vote. Archie is Guardian for his cousin Connie Stanley. Archie enjoys pro football (Miami Dolphins), and nature walks in the woods with their 13 family dogs; rides a motorcycle; and likes working with computers. Archie's newest hobby is woodworking, and he is currently making custom furniture for his newest family members-his grandsons Canyon and Cole. Archie is a past two-time President of the Chauncey-Dover Lions Club, and is a life member of The Plains VFW, Chauncey AmVets, and the Athens American Legion. Archie is active in the Chauncey-Dover-High School Alumni Association and graduated from Ohio University and Central Michigan University. A Professional Engineer and Professional Surveyor, Archie is also a Vietnam veteran.

Challenges Ahead For Archie
Archie plans to continue to replace bridges and improve highways. He plans to improve efficiency and effectiveness of his workforce, equipment, and facilities. Archie plans to continue to seek out and capture all available grants and other additional funding to enhance the bridge and highway budget. Archie promises to continue to work and cooperate with the Township Trustees, the Ohio Department of Transportation, and all federal agencies, as well as all other county and state offices. Archie promises to continue to serve Athens County taxpayers to the best of his ability.
